We can’t get the economy growing, and household bills keep spiralling. Local High Streets are run down and struggling. We can’t stop the boats; we can’t even stop phone thefts.
Government ministers are out of their depth. And the civil service – which is meant to keep the show on the road – has been unable to tackle the big problems this country faces.

A successful change management programme requires the involvement of elite talent from outside Westminster and Whitehall. But it also requires these individuals to be equipped with an understanding of how government operates in order to drive change effectively from within. Where talented people have entered government from outside they have often been set up to fail through lack of proper preparation.
The civil service requires fundamental reform in order to deliver
To equip individuals comprehensively, we will familiarise ourselves with the plans of all the main political parties for reform of the machinery of government, as well as developing our own such plans. This will include reform of the civil service resulting in substantial reductions in headcount, the rationalisation of quangos, and new systems of performance-management and

There is a vast amount of talent across the country. We have world-leading companies led by experienced business people, small business owners who feel the burden of red tape, and dynamic start-up founders and tech entrepreneurs.
We also have accomplished doctors, nurses, teachers and soldiers with frontline experience who get things done, alongside disillusioned civil servants and former officials who understand the system and have ideas to improve it.
Practical Preparation for Effective Government.
These individuals will need a grounding in the ways of government and the peculiarities of Whitehall. We will therefore prepare these individuals to succeed, exposing them to the intricacies of how legislation is drafted, how it is implemented and, most importantly, how it should be executed for the benefit of British citizens.
We will show individuals how to strip away the barnacles of waste and pointless bureaucracy that are impoverishing and demoralising the country.
